Geographical Information System (GIS)
Geographical Information System (GIS) is a computer
based information system used to digitally represent and
analyze the geographic features present on the Earth
surface and the events that taking place on it. It is an
information system designed to work with data referenced
by spatial/geographical coordinates. GIS is both a
database system with specific capabilities for spatially
referenced data as well as a set of operations for
working with the data.
Need of GIS application in MKCL
Background
Through its IT literacy course MS-CIT, MKCL trained
almost 30,00,000 learners in last 5 years. MKCL’s
state-wide e-learning network includes

Around 3500 Authorized Training Centers (ATCs) with
balanced statewide coverage in 35 districts in
Metropolitan,Urban,Semi-urban,Rural,Tribal areas of
the state

9 Regional Lead Centers (RLCs)

42 District Level Local Lead Centers (LLCs)

350 Tehsil Level Lead Centers (TLCs)
There was a huge need of a GIS application for providing
the learner community the facility to locate a training
center, exam center etc. visually. For example a person
wants to enroll for MS-CIT course, so he can use the GIS
application and find out the nearest center from his
home or a student wants to appear for MS-CIT exam and
he/she can ask the GIS application to show out the
available examination centers in a particular area.
He/She can visually see the examination center location
and the nearest landmark so that he/she can easily find
out the center. Also one learner can find out what is
the intake capacity, phone number, email id of a center
from the GIS application. This would make the life of a
learner much easier.
Solution
MKCL used two technologies to fulfill its GIS
Application needs.
1) ESRI ArcIMS web based Application
The ESRI ArcIMS application program is a server based
tool that provides a scalable framework for distributing
GIS services and metadata over the web. Web publishing
of dynamic and interactive GIS maps and data for
delivery to users across the globe is enabled with a
central repository for publishing and browsing metadata
established. Data can be collaboratively shared with
others to accomplish tasks and GIS portals can be
implemented.
With ArcIMS MKCL can publish and share geospatial
information. The tool is used by users to find different
information like location of a particular examination
center, intake capacity of one ATC etc. Users simply
access these services through any web browser using HTML
or Java applications provided with ArcIMS.

2) Google Map application
Google Maps is a free and most widely used web mapping
service application provided by Google that powers
map-based service in Google Maps website. Google also
provides embedded maps on third-party websites via the
Google Maps API. Google maps offer street maps, a route
planner, and an urban business locator for numerous
countries around the world. Google created the Google
Maps API to facilitate developers integrating Google
Maps into their web sites with their own data points. By
using the Google Maps API one can embed the full Google
Maps on an external web site.

The benefit of using the Google map application is that
many of the internet users are accustomed with Google
map. So building application on Google map reduces the
training requirement for the end users. Also it reduces
the workload of digitizing the maps and georeferencing
as those parts are already done in Google maps.
Remote Asset Inventory
Introduction
Worm is a network inventory and PC auditing software
designed specifically for MKCL ATCs. It will search for
all network assets with hardware and software tracking,
device audit and software license management. This
Software has two parts First server part which has to be
installed on the system which has direct Internet
connectivity, so that it can send all the data over
internet to MKCL server. Second part is Client which has
to be installed on all the systems of ATC network

OnCET for System Administrators
Introduction To OnCeT
Online Certification Test (OnCeT) is a certification
examination mandatory for the
System Administrators of all the Authorized Training
Centers (ATCs)
It is designed to examine the skills and competencies of
the System Administrators for using various Networking
technology software tools effectively and efficiently,
Objective of the OnCeT is to offer intellectually
exciting and challenging experience to the System
Administrators to apply their skill and knowledge of the
software tools through a set of assignments and thereby
ensure their mastery on the subject
Successful System Administrators will be awarded a
certificate of Maharashtra Knowledge Corporation Limited
with a validity of 2 years wef the date of
Certification.
Examination and Evaluation Pattern
OnCeT comprises of ELEVEN Tests and ONE Supervised
Final Examination at the Local Lead Center (LLC)
Location under the supervision of MKCL representative.
Type of each of the ELEVEN tests includes
as shown in the table below in this document.

assignments and Objective tests

Passing in each assignment is necessary to be
eligible for the Final Supervised Examination

The solutions of each test must be submitted on due
date in that specific week as shown below in this
document

Maximum one week delay in submission may be allowed
with 20% de-rating of score, thereby requiring 62.5%
marks for passing
instead of 50%

The System Administrator will be declared failed, if
s/he fails to submit any assignment before expiry of
one-week de-rating period. No further
assignment-sets will be given to her/him. S/he
should reappear for the Test in next quarter with
fresh application and payment of fee

s/he fails in any Assignment. No further
assignment-sets will be given to her/him. S/he
should reappear for the test in next quarter with

The System Administrator may be given next set of
assignments in case the evaluation of the earlier
assignment(s) is in process. However, the System
Administrator will be declared failed, if s/he fails
in the earlier Test, though s/he has submitted the
next set of assignments

ELEVEN tests have a weight age of 80 marks and final
test has that of 20 marks
Online Evaluation Framework
This is a collaborative framework that facilitates
online assignment management. It offers authenticated
personal interfaces for learners, faculties, evaluators,
and administrators. This has been designed and developed
with an integrated approach to enable the System
Administrator to post assignments for the learners based
on the course structure and the schedule.
Learners can download, complete and then submit the
assignments online for approval and feedback from the
assistant faculty or local tutor which after approval
are made available to the evaluators. The automated
workflow in the system keeps track of every assignment
of individual learner. Framework also offers the
facility to the learners to get the assignments
evaluated from best of the evaluators.
System Administrator will be submitting the assignments
using the Online Evaluation Framework. Every System
Administrator will have to use unique Login ID and
Password to logon to the Online Evaluation Framework.
This will be issued to individual System Administrator
by LLC. A Web Link will be provided to logon to the
Online Evaluation Framework to download the assignment
and submit the same.
Application Process
1. System Administrator has to fill in online
application form for OnCeT. The online application form
is made available in ATC login where the System
Administrator is offering his/her services. System
Administrator will get a Login ID & can choose a
password of his/her choice.
2. System Administrator will have to deposit Rs. 500.00
(FIVE Hundred rupees only) in cash at LLC on the
specified date and obtain receipt.
3. LLC will approve the System Administrator against
payment of the OnCeT fees.
4. With the Login ID and Password, System Administrator
will be able to access the Online Evaluation Framework.
Fees
Rs. 500/- only ( Five hundred rupees only) per
System Administrator per OnCeT
Supervised Final Examination
Examination pattern: Practical test
o Duration: 1.5 hours (45 mins for Hardware practical
and 45 mins for Windows Practical test)

Computing Infrastructure for the Program
MKCL’s IT Literacy program requires appropriate Hardware
and licensed Operating Systems, Application Softwares
and Antivirus softwares
to run on computers of their ATCs (Authorised Training
Center).
MKCL’s IT Infrastructure Development program evaluates,
recommends, procures and distributes these Hardware
Configurations, Operating Systems, Application Softwares
and Antivirus softwares to the ATCs.
The list of licensed Operating Systems, Application
Softwares and Antivirus softwares sent to all MKCL ATCs
is as follows
